Parcels arrive, card charges clear and refunds are paid. The weakness sits after delivery. The Better Business Bureau file holds 7,420 complaints over three years for a business that has never sought accreditation, while Trustpilot reads the same retailer at 3.8 out of 5 across 353,053 reviews. Two thirds of the complaint volume is delivery and product quality rather than authenticity. Order the house catalogue and the authenticity question never arises, because almost nothing in it carries another company's logo. Is Shein legit is a question that splits in two at the checkout screen. A 9 dollar house brand top and a 60 dollar branded item from a third party seller pass through the same basket and carry different risks. One cannot be a fake. The other can.

Shein is two businesses sharing one app. The first is a vertically integrated retailer that designs, orders and sells its own unbranded clothing under house labels such as SHEIN, DAZY, EMERY ROSE and MOTF. The second is Shein Marketplace, a third party seller platform bolted on in 2023. Almost every complaint about authenticity concerns the second one.

The corporate structure is Singaporean and about to become public. Roadget Business Pte. Ltd. operates the global site and owns the trademarks, the head office moved from China to Singapore in 2022, and founder Sky Xu remains chairman and chief executive. The IPO prospectus put 2025 revenue at 41.8 billion dollars with net profit of 2.06 billion, down 38.7 percent. The first quarter of 2026 then produced a 99 million dollar loss, against a 395 million dollar profit a year earlier. Goldman Sachs, Morgan Stanley and JPMorgan are sponsoring a Hong Kong listing at a target valuation of 40 to 50 billion dollars. The Better Business Bureau file lists George Chiao as chief executive of the United States business and records the entity as operating since 2008.

The marketplace arrived later and changed the risk picture. Shein opened its integrated marketplace in Brazil in April 2023 and in the United States in May 2023. Sellers sign a Marketplace Services Agreement with a code of conduct. Commission runs up to 10 percent by category in the United States, 10 percent on European sites and 12.24 percent in the United Kingdom. New sellers pay nothing for the first 30 days. A one dollar penalty applies where a United States order is not delivered inside 7 business days.

Read the seller line on every product page before you add anything to the basket. It is the single field that decides which of these two columns you are buying from.

Buyer Protection: A 30 Day Clock and One Free Label

Shein publishes its return deadline, and the number is competitive. Most items may be returned within 30 days of the delivery date, which beats most cross border apparel sites and matches the mainstream marketplaces. The weakness is not the headline figure. It is the list of exclusions and the length of the refund chain behind it.

Two figures in that table are worth holding onto. The 6.99 dollar second return fee is the reason to consolidate. Ten items sent back in three shipments cost 13.98 dollars in deductions. The same ten items in one shipment cost nothing. The four stage refund chain matters as much. A worst realistic case sits close to 25 days between posting a parcel and seeing the money.

The fee figure also shows why sourcing matters. Several widely republished summaries print 7.99 dollars for the second return. Shein’s own United States return policy carried 6.99 dollars when it was read on 19 September 2026. Where a third party number and the retailer’s own page disagree, the retailer’s page is the one a dispute desk will read.

One federal rule sits underneath every cross border retailer shipping into the United States. Where no delivery date is advertised, the federal mail order rule expects a reasonable basis for shipping inside 30 days. A seller must flag any delay, then pay a refund within seven working days of the buyer declining it. A cross border retailer that declines to publish any deadline at all is the weaker position, and Shein is not in it.

Counterfeit Risk on Shein Sits in Two Different Places

The counterfeit question on Shein has a narrow answer and it surprises people. A copy is not a counterfeit. A counterfeit garment bears another company’s registered mark without permission. A house brand top that borrows a silhouette, a print or a colourway bears no mark at all. The dispute then runs between Shein and the designer, not between Shein and you.

That dispute is live and it is serious. In November 2024 a federal judge refused to dismiss racketeering claims brought by independent designers. The defendants were Shein Distribution Corp., Roadget Business and Zoetop. RICO allegations built on copyright infringement and wire fraud were allowed to proceed. The designers say their work was reproduced and sold. None of that produces a fake in your parcel. It produces a garment that looks like somebody else’s design and is honestly labelled as Shein.

The marketplace is where real counterfeit exposure lives, and the clearest public evidence comes from France. The DGCCRF filed on 1 November 2025 seeking a three month suspension of the French site. Investigators had found childlike sex dolls, category A weapons listed as camping tools and decorative rings, prescription medicine and non compliant toys among third party listings. Shein removed the listings and suspended its French marketplace. On 19 December 2025 a Paris judicial court declined to order the full suspension on the ground that the request was disproportionate. The regulator’s case failed. The listings were still real.

Set against that, one institutional judgment cuts the other way. The United States Trade Representative published the 2025 Notorious Markets List on 3 March 2026, naming 69 markets of which 37 are online. DHgate, Taobao and Pinduoduo appear on it. Shein does not. That is not an endorsement, and trade bodies have lobbied for its inclusion, but a site named on that list carries an exposure Shein has not yet been assigned. The platform we measured against exactly that listing sits in a worse bracket for branded goods than this one does.

There is a second risk here that has nothing to do with authenticity. Greenpeace tested 56 Shein garments and reported on 20 November 2025 that 18 of them breached European chemical limits. That is a failure rate of 32 percent, with phthalates and PFAS among the substances found. A genuine Shein garment can still be a garment you would rather not put on a child. Red Flags on a Shein Listing

None of these are about the company. They are about the individual page you are looking at.

1. A brand name in the title of a marketplace listing

The house catalogue never claims to be another label. A listing that puts a trademarked name in the title is either a genuine branded item from a third party seller or a counterfeit, and the price gap tells you which. Check the brand’s own store for the same model. A gap beyond roughly 70 percent is the point to stop.

2. A crossed out price with no history behind it

European regulators found price reductions that were not based on genuine prior prices. Treat the struck through figure as layout rather than data. The only number that means anything is what the card is charged.

3. A countdown timer on a permanent price

False purchase deadlines were named in the same regulatory finding. Leave the tab open for an hour and look again. A deadline that renews itself was never a deadline.

4. A return window that differs from 30 days

Shein’s own policy says a third party listing may run longer or shorter, and prints that figure on the product page. Anything shorter than 30 days confirms you are buying from a seller, not from Shein, and the seller sets the terms.

5. Measurements in centimetres with no brand equivalent

Garment sizing runs on a house scale against centimetre measurements. A size L in one product line is not a size L in another. Measure something you already own, compare the centimetre figures, and ignore the letter entirely.

6. Final sale marked at category level rather than on the listing

Clearance and final sale items cannot be returned, and the status is easy to miss in a grid view. Open the full product page and look for the return support line before adding anything from a clearance rail.

7. Children’s or baby goods with no compliance statement

This is the category where the chemical findings matter most and where regulators have concentrated. If a listing for a child’s garment or toy shows no compliance marking or test reference, buy that item somewhere that publishes one.

Alternatives to Shein, Ranked by What Goes Wrong

The right substitute depends on which half of Shein you were shopping. For unbranded fast fashion the competition is other cross border retailers. For anything branded, the answer is a platform that either authenticates or gives you a written window and a case system.

Six rules cover the whole decision.

  1. Buy the house catalogue, not the marketplace. Nothing in the first party range claims to be another brand, so the authenticity question disappears.
  2. Bundle every return into one shipment. The first label is free and the second costs 6.99 dollars from the same order.
  3. Keep accessories, jewellery and cosmetics out of the basket unless you are certain. Those categories cannot be returned at all.
  4. Open the parcel the day it arrives. The 30 day clock runs from delivery, and the refund chain behind it can add 25 more.
  5. Pay by credit card. It is the only deadline in this transaction that somebody other than Shein enforces.
  6. Check the seller line on every product page. It decides whether you are buying from a retailer with one uniform policy or from a stranger with their own.

Tariffs changed the arithmetic underneath all of this. The duty free de minimis exemption for parcels under 800 dollars was suspended for all countries from 29 August 2025. An interim final rule effective 24 June 2026 made that suspension indefinite covers every mode except international post. Statutory repeal follows on 1 July 2027.
